North Montco Technical Carreer Center (NMTCC) RFP Announcement GENERAL INSTRUCTION TO BIDDERS The North Montco Technical Career Center (NMTCC) will receive sealed proposals from Energy Service Companies (ESCOs) for the implementation of “Energy Efficiency Related Facilities Improvements” per the Terms of Act 39 of 2010 and subsequent amendments of The Pennsylvania Guaranteed Energy Savings Act. All sealed proposals will be received in the Office of the Business Manager at the NMTCC building, 1265 Sumneytown Pike, Lansdale, PA 19446. Proposal deadline: February 13, 2026 at 1:00 PM. Proposals will be publicly opened on that date and time. A pre-bid meeting and facility walk-thru will be held at NMTCC on January 19, 2026 at 10:00 AM. Electronic copies of RFP instructions, specifications and contract documents may be obtained from the office of PHM Associates, Inc., 811 Woods End Ct., Collegeville, PA 19426 between 8:00 AM and 4:00 PM by emailing phmassociates@verizon.net All proposals must be in writing, signed and sealed, and plainly marked NMTCC GESA Project Proposal.” Price quotes shall remain firm for sixty (60) days from the date that the proposals are opened. The NMTCC Joint Operating Committee (JOC) reserves the right to reject any or all proposals, or any items or parts thereof, or to make any decision that best serves the interest of the JOC.
