Yes / No EXPLANATION If a majority vote “Yes,” Hopewell Borough (Hopewell) will be authorized to sell its water system (but not the sewer system) to New Jersey-American Water Co., Inc. (NJAW) for $6.4 million. NJAW will assume ownership, operation and maintenance of the water system, invest at least $7 million in capital improvements within 5 years, disconnect Well 4 to immediately remediate the PFAS emergent condition, and move customers to state-regulated regional water and fire protection service rates, resulting in reduced water costs for most users (e.g., the average Hopewell user of 12,000 gallons/quarter will see a 36% reduction in water costs). Subject to state approval, Hopewell will use the $6.4 million to pay off all water system debt and as much general debt as possible, enabling Hopewell to use its debt reserve funds to pay off all remaining general debt and in turn save the money annually spent on debt principal and interest ($987,000 budgeted for 2025). If a majority vote “No,” Hopewell will retain ownership of the water system and remain responsible for its operation, maintenance and all necessary repairs and capital improvements. Hopewell will complete PFAS remediation on Wells 4 and 6 and arsenic remediation on Well 6 (subject to receipt of grant funding) and complete additional capital improvements estimated to cost between $7 and $12 million over 10 years. Water rates will continue to be set by Hopewell and will increase as needed to fund the required capital improvements, required additional staff, and ongoing water debt payments. HOPEWELL BOROUGH BOARD OF FIRE COMMISSIONERS PUBLIC QUESTION CAPITAL PURCHASE – AMBULANCE Shall Hopewell Borough Fire District No. 1 be authorized to purchase an ambulance and appurtenances (to replace a 25 + year-old vehicle) at a purchase price not to exceed $380,000.00, and shall Hopewell Borough Fire District No.1 in its discretion be authorized to make a down payment on the apparatus and/or to pay for the balance and/or all of the cost of the apparatus by any combination of raising all or a part of its cost through taxation, and/or by paying all or a part from savings (Restricted Capital Fund), and/or by financing all or part of the cost in such manner, dollar amount, and over such time as is approved by the Local Finance Board of the State of New Jersey? Yes / No EXPLANATORY STATEMENT A “Yes” vote will authorize the Hopewell Borough Board of Fire Commissioners to purchase and appurtenance as much as possible an ambulance to replace a 25 + year-old vehicle that is outdated and cannot economically be retrofitted to bring it up to required safety standards, at a purchase price not to exceed $380,000.00. Pursuant to a Fire Protection Services Agreement between the Hopewell Township Fire District and Hopewell Borough Fire District. Hopewell Borough Fire District No. 1 ultimately expects to pay 30% of the purchase price of the apparatus, an amount not to exceed $114,000.00, and 30% of financing costs, if any, and the Hopewell Township Fire District is expected to contribute 70% of the purchase price of the apparatus and 70% of financing costs, if any, to the Hopewell Borough Fire District over such time as is approved for the financing by the Local Finance Board of the State of New Jersey. A ‘Yes’ vote will also authorize the Hopewell Borough Board of Fire Commissioners to pay for all or a part of the cost of the apparatus through taxation, and/or from savings (Restricted Capital Fund) and/or through financing as approved by the Local Finance Board of the State of New Jersey, or any combination thereof. HOPEWELL VALLEY RECIONAL SCHOOL DISTRICT BOND PROPOSAL QUESTION #1 The Board of Education of the Hopewell Valley Regional School District in the County of Mercer, New Jersey (the “Board”) is authorized to (a) undertake various renovations and alterations to Hopewell Valley Central High School, Timberlane Middle School, Bear Tavern Elementary School, Hopewell Elementary School, Stony Brook Elementary School, and Toll Gate Grammar School, including acquisition and installation of fixtures, equipment and any site work; (b) appropriate $58,409,000 for such improvements; and (c) issue bonds in an amount not to exceed $58,409,000. The final eligible costs for the projects approved by the New Jersey Commissioner of Education are $58,409,000 (consisting of $9,589,000 for Hopewell Valley Central High School, $20,514,000 for Timberlane Middle School, $9,990,000 for Bear Tavern Elementary School, $9,666,000 for Hopewell Elementary School, $3,265,000 for Stony Brook Elementary School, and $5,385,000 for Toll Gate Grammar School). The projects include $0 for school facility construction elements in addition to the facilities efficiency standards developed by the Commissioner of Education or not otherwise eligible for State support pursuant to N.J.S.A. 18A:7G-5(g).
