NOTICE TO BIDDERS SEALED PROPOSALS for the BOOTLEG ROAD GRANT PROJECT will be received by Penn Township, Berks County, at the Penn Township Municipal Building, 840 North Garfield Road, Bernville, PA 19506 until 6:30 PM on July 27, 2026 at which time the bids will be publicly opened and read. The Board of Supervisors will consider the proposals and potentially award a contract at their meeting on July 27, 2026 at 6:30 PM. The project consists of 2,000 feet of roadway paving with DSA Aggregate. The existing gravel roadway is to be fine graded and compacted to a crown with 4%-6% cross slopes with paving notches in each end. DSA Aggregate is to be placed in a single 16 foot wide pass at a depth of 8”, compacted to 6”. Proposal documents (either paper or electronic) can be obtained from LTL Consultants, Ltd., One Town Centre Drive, Oley, PA 19547. There is a $35 non-refundable fee for paper bid documents, plus $10 for shipping and handling if mailing is requested. Checks are to be made payable to Penn Township. There is no Pre-Bid Meeting for this project. Proposals shall be accompanied by a bid security in the amount of ten percent (10%) of the total amount of the proposal. Proposals shall be effective for 90 days from the date of opening. The successful bidder will be required to provide a 100% performance bond and a 100% payment bond within 10 days after the contract is awarded. A 15% maintenance bond will also be required upon completion of the project. Proposals must be made upon the forms furnished by the Township. The Township reserves the right to waive any non-material defects or irregularities in the bid, and to reject any or all bids or portions thereof. Proposals must include the Public Works Employment Verification Form completed by the Bidder. Project is to be substantially complete by October 30, 2026. Liquidated damages apply at the rate of $500.00 per calendar day. Notice is hereby given to bidders that this project is subject to the provisions of the Pennsylvania Prevailing Wage Act approved August 15, 1961 (Act No. 442, P.L. 987), as amended.
