NOTICE OF PUBLIC HEARING TOWNSHIP OF UPPER FREEHOLD ZONING BOARD OF ADJUSTMENT PLEASE TAKE NOTICE that on Monday, June 15, 2026 at 7:00 p.m. at the Upper Freehold Township Municipal Building, 314 Route 539, Cream Ridge, New Jersey 08514, the Upper Freehold Township Zoning Board of Adjustment (the “Board”) will hold a public hearing on the application of the undersigned, at which time and place all interested persons will be given an opportunity to be heard. Formal action may be taken at the hearing. The Applicant, All Star Properties & Development LLC (the “Applicant” and/or “Applicants”), has filed an application with the Township of Upper Freehold Zoning Board of Adjustment (the “Board”) for use variance relief and preliminary and final site plan approval as well as waiver relief, if any, in connection with the property commonly known as 18 Herbert Road and known and designated as Block 13, Lot 24.02, Tax Map Page 6 on the tax maps of the Township of Upper Freehold, Monmouth County, New Jersey (the “Property”), situated in the Agricultural Residential (“AR”) Zoning District. The owners of the property are Colleen Macalino, Renee Williams, Damiano DePinto, Maria DePinto, Generosa Metelsky and John Ilijasic. The Property is an approximately 10.630-acre lot containing a one-story metal building as well as associated improvements including a stone parking area, concrete equipment pads, frame shed &c. The Property previously received use variance approval to be used for an excavating business including the outside storage of equipment and stockpiling of soils, stone, pipe and the like, as well as use of the building for office space and inside warehouse storage. The Property subsequently received site plan approval as memorialized by Resolution of the Zoning Board of Adjustment of Upper Freehold Township adopted on June 15, 1987. The Applicant proposes to use the existing building for its truck maintenance and repair business. The Applicant proposes to remove the existing concrete pad and bollards and concrete barriers on the west side of the property and to repair the parking area by mowing overgrown areas, filling potholes, and general regrading, as well as adding a trash enclosure and handicapped area, resulting in 35 car parking stalls and 75 truck and trailer parking stalls. The following is a summary of relief required: • The proposed truck maintenance and repair use is not permitted in the AR Zoning District. A use variance is required. Lastly, the Applicant requests that the Board grant any additional approvals, permits, variances, interpretations, waivers or exceptions reflected in the plans and materials filed (as same may be amended or revised from time to time without further notice) or determined to be necessary during the review and processing of the application(s).
