NOTICE OF PUBLIC HEARING TO PROPERTY OWNERS TO WHOM IT MAY CONCERN: In compliance with the applicable provisions of the Municipal Land Use Law and the Land Development Ordinance of the Township of Ewing, notice is hereby served upon you to the effect that Trenton State College Corporation (the “Applicant”) has applied to the Zoning Board of Adjustment (the “Board”) for approval of a land development application involving the following appeals and/or approvals: Bulk Variance, Use Variance, Other (Waiver of Site Plan) DESCRIPTION OF APPLICATION: Applicant, a subsidiary of The College of New Jersey (the “College”), owns 2076 Pennington Road (the “Property”), a property located in the R-1 zone district in close proximity to the College. Applicant is proposing that the Property be used for staff and faculty housing to be operated by Applicant. The Property is currently developed with a single-family dwelling. Applicant proposes to construct an approximately 1,146 square foot two-story addition to the existing structure, converting the single-family dwelling into a duplex consisting of three bedrooms on each floor to accommodate faculty, staff and their families. Applicant also proposes to install improvements consisting of a parking area with 6 spaces at the rear of the structure, a trash enclosure, landscape screening for the parking area and a new sidewalk along Stuart Avenue. Because the R-1 zone district permits only single-family residential use with a maximum of four bedrooms pursuant to Ordinance 215-14D(4)(c)(5), the proposed two-family residential dwelling requires use and density variances pursuant to N.J.S.A. 40:55D-70d(1) and (5), respectively, and bulk variances pursuant to N.J.S.A. 40:55D-70c(1) and (2) for side yard setback (20’ required, 5’ proposed), front yard setback from Stuart Avenue (50’ required, 19.16’ proposed) front yard setback for the Bilco door to Pennington Road (50’ required, 43.4’ proposed), floor area ratio (2,500’ permitted, 2,812’ proposed), including 6 proposed bedrooms while only 4 is permitted, and impervious coverage (22% maximum permitted, 30.00% +/- proposed). Also, the Property contains pre-existing nonconformities with respect to minimum lot area (22,500’ required, 15,000’ existing) and minimum lot width (150’ required, 50’ existing). To the extent the Board determines that variance relief is required for these pre-existing conditions, the Applicant requests that the Board grant such relief. Applicant will also request that the Board grant relief from site plan review. In addition to the requested relief, Applicant will seek any and all other variances, waivers, exceptions and/or relief that the Board may deem to be necessary or appropriate in connection with this application.
