NOTICE OF INTENT TO ISSUE COMMONWEALTH OF PENNSYLVANIA DEPARTMENT OF ENVIRONMENTAL PROTECTION NOTICE OF INTENT TO ISSUE Title V Plan Approval Permit No. 36 – 05156 Lancaster County The Department of Environmental Protection (DEP) intends to renew a Title V Operating Permit to M Simon Zook Co. dba Golden Barrel Products/Leola (388 E Main Street, Leola, Pa 17540-1925) for their bulk sweetener manufacturing facility in Upper Leacock Township, Lancaster County. Golden Barrel Products/Leola is a major facility and is subject to the operating permit requirements under Title V of the Federal Clean Air Act and 25 Pa Code, Chapter 127, Subchapters F (relating to operating permit requirements) and G (relating to Title V operating permit requirements). Among other items, the facility is subject to 40 CFR Part 60 Subpart Dc - Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units; 40 CFR Part 60 Subpart JJJJ - Standards of Performance for Stationary Spark Ignition Internal Combustion Engines; 40 CFR Part 63 Subpart ZZZZ - National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines; 40 CFR Part 63 Subpart DDDDD - National Emission Standards for Hazardous Air Pollutants for Major Sources: Industrial, Commercial, and Institutional Boilers and Process Heaters; and 25 Pa Code Section 129.62 – Degreasing Operations. A person may oppose the proposed permit, or may provide the Department with additional information to consider in its review, or may request a public hearing, by filing a written or email protest with the Department using the contact information listed above. Each submitted comment must contain the following: • Name, address and telephone number of the person submitting the comments. • Identification of the proposed permit by the permit number listed above. • A concise statement regarding the relevancy of the information or objections to the issuance of the permit. A 30-day comment period, from the date of publication of this notice in the PA Bulletin or newspaper, will exist for the submission of comments or protests, or for requests for a public hearing.
