NOTICE OF DISPLAY FOR A SUBSTANTIAL AMENDMENT TO THE HOME-ARP ALLOCATION PLAN FOR THE CITY OF CHESTER, PA Notice is hereby given that the City of Chester, Pennsylvania will hold a public comment period for the proposed Substantial Amendment to the HOME Investment Partnership American Rescue Plan (HOME-ARP) Allocation Plan. The detailed Substantial Amendment will be available for public review and comment for a 15 day period that begins on Wednesday, February 25, 2026 and ends on Thursday, March 12, 2026. The proposed Substantial Amendment will be on display at City Hall in City Council Chambers, 1 Fourth Street, Chester, PA 18042, between the hours of 9:00 AM to 4:30 PM. The City of Chester has determined that it has a Substantial Amendment to its HOME ARP Allocation Plan in accordance with the city’s Citizen Participation Plan as the following applies: the scope of work, purpose, and the location of the project/activity may have changed, and/or projects or activities may be deleted, or new projects/activities created. The amendment for the HOME-ARP Allocation Plan is proposed as follows: Supportive Services – Delete this project/activity in its entirety and reallocate all remaining funds of $132,027.00 to the Development of Affordable Rental Housing project/activity. Non-Profit Operating – Delete this project/activity in its entirety and reallocate all remaining funds of $66,013.00 to the Development of Affordable Rental Housing project/activity. Development of Affordable Rental Housing – increase the budget of this project/activity by $198,040.00 for a revised total budget of $1,188,244.00. The scope of work for this project has changed. The number of affordable rental housing units developed will increase to seven (7) new decent, safe, sanitary accessible and affordable housing units.
