INVITATION TO BID - NOTICE TO BIDDERS Sealed Bids will be received by Whitpain Township (Owner) through the PennBid Program until 2:00 pm., Thursday, March 12, 2026. Bids will be opened electronically shortly after 2:00 PM. For: Whitpain Township Community Center, 1399 Dekalb Pike, Blue Bell, PA 19422. The scope of work includes but is not limited to construction of an approximately 30,000 square foot Community Center Building and associated site improvements. Beginning Monday, February 2, 2026, electronic files of the Drawings and Specifications will be available to prospective bidders, free of charge, from PennBid (www.pennbid.bonfirehub.com). All bids must be submitted utilizing the PennBid Program. A Non-Mandatory Pre-Bid meeting will be held at the Whitpain Township Building, 960 Wentz Road, Blue Bell, PA 19422, at 10:00 am, Thursday, February 12, 2026. If additional information is required concerning the meaning or intent of the Bidding Documents all questions must be submitted in writing through the PennBid Program by Wednesday, March 04, 2026 by 12:00 PM. Submission of a question does not guarantee that such question will be answered. Each bid must include Bid Security, a certified check, bank check or bid bond issued by a surety licensed to conduct business in the state of PA, in the amount of 10% of the total contract amount, including all add alternates, payable to Whitpain Township. Performance and Payment Bonds in the amount of 100% of the contract amount will be required to be furnished by the successful bidder with a corporate surety approved by Whitpain Township. Bidding will be public, utilize Pennsylvania Prevailing Wage Rates established by the Commonwealth of Pennsylvania, Department of Labor and Industry and be received in Six (6) Multiple Prime Bids for new construction. Multiple Prime Bids will be received for Site Construction, General Construction, Mechanical Construction, Electrical Construction, Plumbing Construction and Fire Protection Construction. Bids must be submitted unconditionally. No Bid may be withdrawn within sixty (60) days after the opening thereof, during which time the Township may review the bids and investigate Bidder qualifications. The Township reserves the right to waive any minor informalities, irregularities or defects in the bid, or to reject any or all of the bids. The Project falls under the Commonwealth of Pennsylvania Public Works Employment Verification Act, Act 127 of 2012, 43 P.S. § 167.1, which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. Whitpain Township has secured a grant from the Commonwealth of Pennsylvania, Redevelopment Assistance Capital Program (RACP) for the construction of this project. The successful bidders will be required to actively support the Owner and the assigned grant consultant administer the grant requirements through the duration of the project. Whitpain Township has also secured a grant from the Commonwealth of Pennsylvania, Department of Community & Economic Development, Local Share Account program (LSA), for the construction of this project. The successful bidders will be required to actively support the Owner administer the grant requirements through the duration of the project. All prospective bidders shall comply with Whitpain Township Ordinance No. 394, Responsible Contractor Ordinance adopting Responsible Contractor Resolution No.1488 through the duration of the project. All bidders for any prime contract shall submit pre-qualification Contractor Responsibility Certifications to the Owner indicating compliance with the Ordinance prior to submitting a bid. All bidders will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination based on gender, sex, age, disability, race, color, creed, ethnicity, national origin or other protected classification in consideration for an award.
