INVITATION FOR BIDS The Borough of Royersford will receive sealed Bids for the Spruce Street Restoration CDBG Project as delineated in the plans and specifications until 2:00 P.M. (prevailing time) on the June 9, 2026 on the PennBid website, at which time they will be publicly opened via PennBid at Borough Hall at which time and place all bids will be publicly opened and read aloud. Project generally comprises of 5,225 SY of 1.5” milling, 480 tons of overlay, 7 tons of base repair, line striping, and the installation of 4 ADA-compliant ramps at the intersection of 5th Avenue and Spruce Street. Contract Documents, including Drawings and Technical Specifications, are available without charge at https://pennbid.bonfirehub.com. A certified check or bank draft, payable to the order of the Borough of Royersford, negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to ten (10%) of the total bid amount shall be submitted with each Bid. The successful Bidder will be required to furnish and pay for Satisfactory Performance and Payment Bond and Labor and Materialmen’s Bond. This Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, which provides that training, employment, and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. The Borough of Royersford reserves the right to reject any or all Bids or to waive any informalities or irregularities in the bidding when, in the opinion of the Borough, such rejections or waivers shall be to its interest or advantage. Prior to awarding the contract, bids may be held by the Borough of Royersford for a period not to exceed sixty (60) days from the date of bid opening for the purpose of reviewing the Bids and investigating the qualifications of bidders.
