GESA REPORT – Wilson School District Project (Guaranteed Energy Savings Act) The Board of School Directors of the Wilson School District (WSD) will consider an award at their regular meeting on March 9, 2026 of a Guaranteed Energy Savings Act (GESA) contract for the installation and implementation of energy conservation measures and other improvements at six (6) buildings. The proposed contract is in the amount of $13,404786 and is to be with CM3 Building Solutions, 185 Commerce Drive, Ft. Washington, PA 19034. Contract details are as follows: ESCO sub-contractors are proposed as follows: Walter Brucker & Co., Inc – General Contractor Liebold Inc. and Burkhart Mechanical – Mechanical Contractors Frazier Electric – Electrical Contractor Quality Plumbing Solutions – Plumbing Contractor CM3 Building Solutions - Building Controls Contractor Weatherization Solutions – Building Envelope Improvements Ream Roofing – Roofing Contractor (Final sub-contract arrangements pending CM3 contract with WSD) The financial aspects of the proposed contract are as follows: Total Project 20 yr. Maintenance & Verification (M&V) Costs = $30,909 Total Project 20 yr. Finance Cost (principle + int) = $19,552,660* Estimated Total 20 yr. Project Cost = $19,583,569 Total Est. 20 Year Utility Cost Avoidance = $1,642,411** Total 20 Year O&M and Capital Cost Avoidance = $26,938,548*** Estimated Total 20 yr. Project Cost Avoidance = $28,580,959 Total 20 Year Net Cash Flow = +$8,997,390 (Meets GESA requirements.) Notes: * Based on WSD’s $60M G. O.
