DOUGLASS TOWNSHIP BERKS COUNTY, PENNSYLVANIA SPECIFICATIONS FOR TOWNSHIP TREE REMOVAL AND TREE TRIMMING – 3RD CONTRACT ADVERTISEMENT FOR BIDS Douglass Township, Berks County, PA will receive separate sealed bids online via PennBid website for the Township Tree Removal and Tree Trimming – 3rd Contract until 4:00 PM prevailing time, on May 7, 2026, after which time, Bids will be opened with results displayed publicly on PennBid. The consideration of the apparent low Bidder will be at the regularly scheduled Township meeting to be held at 7:00 PM prevailing time on May 11, 2026. Questions will be accepted until 4:00 PM, prevailing time, on April 30, 2026. All questions must be submitted through PennBid. Additional information, project requirements, bid documents and solicitation details are available at no cost on PennBid website - www.PennBid.net. All bidders must submit bid security and adhere to all bid requirements as indicated within the Project Specifications. The project includes removal of marked trees within the Township Road Right-of-Way of several streets, Ironstone Park, Fritz Cemetery, several State Route/Road Right-of-Ways, and tree trimming throughout the Township. The marked trees will be removed to within 18 inches of grade, trunk and branches over 6 inches in diameter to be cut in maximum 8 foot lengths and placed on individual property owners land, as denoted in the Township Ordinance. Trunks and branches smaller than 6 inches in diameter are to be removed off-site. No bid may be withdrawn for a period of sixty (60) days after the above-specified date for receiving, opening, and reading of bids, except as specifically may be provided by law. Each bid must be accompanied by a Certified Check or Surety Company’s Bid Bond on the form provided in the Bid Documents, naming as payee or Obligee, Douglass Township, Berks County in the amount of ten percent (10%) of the total bid submitted. The Surety Company must be acceptable to the Township. All Contracts exceeding $10,000.00 shall be performed in compliance with Executive Order 11246, entitled, “Equal Employment Opportunity,” as amended by Executive Order 11375 and as supplemented in Department of Labor regulations (41 CFR Part 60). In addition, all Contractors shall comply with the “Nondiscrimination/Sexual Harassment Clause” as required by Pennsylvania Executive Order 2016-05. Wages paid are subject to the Pennsylvania Prevailing Wage Act approved August 15, 1961, P.L. 987 as amended and supplemented. The Pennsylvania Human Relations Act of 1955, P.L. 744, No. 222, as amended June 25, 1997 by Act 34 of 1997, 43 P.S. §§ 951-963, shall apply to this Contract. This project will be financed in full or in part by a grant from the Commonwealth of Pennsylvania, Department of Community and Economic Development (DCED). Douglass Township, Berks County, reserves the right to waive any informalities in, or to reject any or all bids, and to delete any item or portion of an item without affecting the bids on the remaining items or portion of items.
