COMMONWEALTH OF PENNSYLVANIA DEPARTMENT OF ENVIRONMENTAL PROTECTION NOTICE OF INTENT TO ISSUE Title V Operating Permit Renewal Permit No. 06-05154 The Department of Environmental Protection (DEP) intends to renew a Title V Operating Permit to Birdsboro Power LLC (1 Armorcast Rd Birdsboro, PA 19508) for the electric power generation facility in Birdsboro Borough, Berks County. The facility is subject to the operating permit requirements of Title V of the Federal Clean Air Act and 25 PA Code, Chapter 127, Subchapters F (relating to operating permit requirements) and G (relating to Title V Operating Permit requirements.) Among other items, the conditions include provisions derived from 40 CFR Part 60 Subpart KKKK, 40 CFR Part 60 Subpart TTTT, and 40 CFR Part 63 Subpart IIII. The permit is undergoing a significant modification during this renewal to increase maximum annual operating hours of Source ID 101, Combined Cycle Unit, from 8,400 hours to 8,760 hours and increase the permitted emissions limits of NOx, SO2, H2SO4, formaldehyde, and total HAP for Source ID 101. The facility will maintain synthetic minor emission limits to stay below the Title V major thresholds. A person may oppose the proposed permit, provide the Department with additional information to consider in its review, or may request a public hearing, by filing a written or email protest with the Department using the contact information listed above. Each submitted comment must contain the following: • Name, address and telephone number of the person submitting the comments. • Identification of the proposed permit by the permit number listed above. • A concise statement regarding the relevancy of the information or objections to the issuance of the permit. A 30-day comment period, from the date of publication of this notice in the PA Bulletin or newspaper, will exist for the submission of comments or protests, or for requests for a public hearing.
