BOROUGH OF DOWNINGTOWN Chester County, Pennsylvania NOTICE – REQUEST FOR PROPOSALS Sealed proposals will be accepted by the Borough of Downingtown until 10:00 a.m., Friday, May 29, 2026 at the Municipal Government Center, 4 West Lancaster Avenue, Downingtown, PA 19335 for Flood Mitigation Planning, Engineering Analysis, and Project Prioritization Study. The Request for Proposal is posted on the Borough’s website https://www.downingtown.org/ (Public Notices) or upon request, at the Downingtown Municipal Government Center, 4 West Lancaster Avenue, Downingtown, PA 19335 between the hours of 8:30 a.m. and 4:30 p.m., Monday through Friday (except holidays) or via email to jsmith@downingtown.org. The project includes evaluation of flood mitigation alternatives, engineering analysis, concept-level design, cost estimating, and development of a prioritized list of implementable, capital-scale flood mitigation projects to support future funding and construction. Sealed envelopes marked “RFP Flood Mitigation Planning”, Attention: Jeffrey A. Smith, Borough Manager, will be received at the Municipal Government Center, 4 West Lancaster Ave., Downingtown, PA, until 10:00 a.m. prevailing time on Friday, May 29, 2026. Proposals will be opened and reviewed at that time and place. The Borough Manager anticipates to present the results of proposals received for the meeting of the Downingtown Borough Council at 7:00 p.m. on Wednesday, July 1, 2026, at the Borough of Downingtown, Municipal Government Center, 4 West Lancaster Avenue, Downingtown, PA. The Borough reserves the right to (1) reject any and all bids or portions thereof, (2) advertise for new proposals, and (3) waive any nonconformity in the proposals deemed to be in the best interest of the Borough.
