ADVERTISEMENT FOR BIDS BOWERS ROAD WATER TANK REHABILITATION PROJECT Sealed proposals will be received by Maxatawny Township Municipal Authority, online via the PennBid™ Program, until 11:00 am, on Thursday, April 16, 2026 for the Bowers Road Water Tank Rehabilitation Project. The work will consist of comprehensive rehabilitation of the Bowers Water Tank and its access road. The overhaul includes foundational grouting, exterior rust remediation, and a complete interior and exterior recoating as well as various structural and mechanical repairs. Upgrades involve upsizing the shell manhole, installing a mixing system, and replacing existing ladders and vents with corrosion-resistant components. Site access must be stabilized by replacing existing gravel with 2A stone. Bidders must conform to the Pennsylvania Prevailing Wage Act, as well as the General Conditions and detailed Specifications in the bid package. All documents and solicitation details are available at no cost at PennBid™ - www.PennBid.net. Only questions submitted online via PennBid™ shall be considered. Responses will be provided on the website and be visible to all Bidders. Any changes to the plans or specifications will be provided as an Addendum and notice will be given to Bidders through the website via email. No responses will be provided for requests received after 12:00 pm on April 9, 2026. The bids will be opened and the bid tabulation summaries will be made publicly available on Thursday, April 16, 2026 at 11:00 am (local time) on PennBid™. Bids may be held by Maxatawny Township Municipal Authority for a period not to exceed 60 days from the date of Bid opening for the purpose of reviewing the Bids, receipt of government approvals, receipt of grant(s) and investigating the qualifications of Bidders, prior to awarding the Contract. Bids may be publicly awarded on April 23, 2026 at 6:30pm (local time) at the Maxatawny Township Municipal Authority, 127 Quarry Road, Kutztown, PA 19530. The work indicated will be funded in part by the PA Small Water and Sewer Program with partial reimbursement under the Commonwealth Financing Authority (CFA). The solicitation process, contract and conduct of the work must meet the requirements of the grant agreement between the Owner and the CFA. The agreement obligates the Owner to certain compliance requirements that if not followed could cause the Owner to not receive the grant funds. Bids are to be submitted on the forms furnished in the bid package. All bidders must be qualified to perform the work and shall complete the required Bidder Forms contained in the contract documents. This bid is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the PA L&I Wage Rates determined for the project as stated in the Contract Documents. Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however Owner reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law. The bid must be accompanied by a Cashier’s Check, Certified Check, or Bid Bond in the amount of Ten Percent (10%) of the bid, made payable to Maxatawny Township Municipal Authority. Also required are a properly executed Bid Form, Non-Collusion Affidavit, Certification Statement, and Contractor’s Qualification Statement. The successful bidder shall also be required to provide a Performance Bond in the amount of one hundred percent (100%) of the Contract amount within ten (10) calendar days of written notice of acceptance of the Bid. Maxatawny Township Municipal Authority reserves the right to reject any or all proposals or to accept any portion of any bid, and to award Contracts as is deemed best for the Township. Maxatawny Township Municipal Authority also reserves the right to waive any defects, errors, omissions, irregularities, or informalities in bids received.
