ADVERTISEMENT FOR BIDS NOTICE IS HEREBY GIVEN that Malvern Borough will receive bids online for the North Warren Avenue Streambank Stabilization Project. Sealed bids shall be submitted and updated online via the PennBid™ Program until 10:00 A.M. prevailing time, Thursday, July 2, 2026 at which time they will be opened and posted on PennBid™. Contract documents and solicitation details are available at no cost at PennBid™ - www.PennBid.net. A Certified Check or Bid Bond drawn to the order of the Malvern Borough in the amount equal to Ten percent (10%) of the Bid must be submitted with the proposal as Bid security. This project consists of the stabilization and restoration of approximately 800 linear feet of stream channel and streambank along North Warren Avenue in Malvern Borough. Work includes, but is not limited to, installation of streambank rock deflectors, toe rock protection, riprap stabilization, streambank grading, native woodland seed mix establishment, shrub and tree plantings, live staking, stream bypass pumping, and erosion and sedimentation control measures. A non-mandatory pre-bid meeting will be held on Tuesday, June 23, 2026 at 11:00 A.M. prevailing time at the Malvern Borough Municipal Building located at 1 E. First Avenue, Suite 3, Malvern Borough, PA. Representatives of Owner and Engineer will be present to discuss the Project. Attendance at the pre-bid meeting is strongly recommended. The successful bidder will be required to furnish a one hundred percent (100%) Performance Bond and a one hundred percent (100%) Labor and Materials Payment Bond with an eighteen (18) month warranty within ten (10) days of the bid award, executed by a surety authorized to conduct business in the Commonwealth of Pennsylvania. The work in connection with this project constitutes a Public Works by a Public Body under Pennsylvania Prevailing Wage Act. Bidders are advised that prevailing minimum wage rates, promulgated by the Pennsylvania Secretary of Labor, which must be paid to workmen employed on this project, are incorporated in the Contract Documents. Bidders are advised that they must comply with all State anti-kickback regulations pertaining to work associated with this project. Malvern Borough hereby reserves the right, which is understood and agreed to by all Bidders, to refuse any or all Bids submitted; and also reserves the right to waive any informality in Bids received, but any contract awarded will be to the lowest responsive, responsible Bidder. Except as otherwise provided by law, no Bidder may withdraw his Bid within sixty (60) consecutive calendar days after the actual date of opening thereof.
