ADVERTISEMENT FOR BIDS NOTICE IS HEREBY GIVEN that Malvern Borough will receive bids online for the 2026 Malvern Borough Paving Program for Pennsylvania Avenue. Sealed bids shall be submitted and updated online via the PennBid™ Program until 10:00 A.M. prevailing time, Thursday, July 2, 2026 at which time they will be opened and posted on PennBid™. Contract documents and solicitation details are available at no cost at PennBid™ - www.PennBid.net. PennBid™ assesses a fee of 1/3 of 1% of the contract value to the awarded bidder with a minimum award fee of $150 and a maximum capped fee of $6,000. A Certified Check or Bid Bond drawn to the order of the Malvern Borough in the amount equal to Ten percent (10%) of the amount of the Bid must be submitted with the proposal as Bid security. The project involves, but is not limited to: road milling and delivery / placement of Superpave Warm Mix Asphalt Wearing Course, 9.5 mm mix, 2-inch compacted depth (full width – estimated at 3,626 square yards), including 4” depth base repair, leveling course, and traffic control. Malvern Borough will pay for the asphalt materials directly from the asphalt plant of the Borough’s choosing through Pennsylvania’s COSTARS program. A non-mandatory pre-bid meeting will be held on Wednesday, June 24 at 10:00 A.M. prevailing time via a conference call. Attendance at the pre-bid conference is strongly recommended. The successful bidder will be required to furnish a one hundred percent (100%) Performance Bond and a one hundred percent (100%) Payment Bond with an eighteen (18) month warranty within twenty (20) days of the bid award, executed by a surety authorized to conduct business in the Commonwealth of Pennsylvania. This work is anticipated to be below the thresholds as established by the Pennsylvania Prevailing Wage Act for use of prevailing minimum wage rates. Bidders are advised that they must comply with all State anti-kickback regulations pertaining to work associated with this project. Malvern Borough hereby reserves the right, which is understood and agreed to by all Bidders, to refuse any or all Bids submitted; and also reserves the right to waive any informality in Bids received, but any contract awarded will be to the lowest responsive, responsible Bidder. Except as otherwise provided by law, no Bidder may withdraw his Bid within sixty (60) consecutive calendar days after the actual date of opening thereof.
