Box) 319 East State Street City, State, Zip Code Trenton, NJ 08608 Telephone Number of RE (609) 989-3101 On or about May 15, 2026 the City of Trenton will authorize the Trenton Housing Authority to submit a request to the department of Housing and Urban Development (HUD) for the release of HUD Choice Neighborhood Planning Grant NJ2F005CNP19 funds under 24 CFR 50.12 & 58.32; 40 CFR 1508.25 Section 24 of the United States Housing Act of 1937 (42 U.S.C. 1437v), as amended by provisions of the Consolidated Appropriations Act, 2024 Public Law 118-42, approved March 9, 2024 to undertake a project known as Bond Street Homeownership located at 30-32 & 32½ Bond Street, Trenton, Mercer County, New Jersey, identified on the City of Trenton tax map as Block 8401, Lots 5, 6, and 7 for the purpose of the new construction of a two-story residential duplex structure consisting of two (2) affordable homeownership units to provide affordable housing. The homes will be delivered as modular construction, with factory-built modular units set on a 4-foot precast foundation and finished on-site. The units will be marketed and sold to households at or below 80% Area Median Income (AMI). and will have a 20-year deed restriction to maintain the affordability for that time frame. The project with an estimated $600,00.00 in HUD Choice Neighborhood Planning Grant funding is located at 30-32 & 32½ Bond Street, Trenton, Mercer County, New Jersey. The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements This categorically excluded activity/project converts to Exempt, per 58.34(a)(12) because there are no circumstances which require compliance with any of the federal laws and authorities cited at §58.5. Funds may be committed and drawn down after certification of this part. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at Trenton City Hall, Department of Housing and Economic Development, 319 E. State Street, Trenton, NJ 08608 and the ERR can be examined and is available for review and may be examined or copied weekdays 8:30 A.M to 4:30 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the City of Trenton; Department of Housing and Economic Development 319 E. State Street, Trenton, NJ 08608 is the designated office responsible for receiving and responding to comments. All comments received by May 14, 2026:will be considered by the City of Trenton, Department of Housing and Economic Development prior to authorizing submission of a request for release of funds. ENVIRONMENTAL CERTIFICATION The City of Trenton certifies to HUD that Reed Gusciora, Certifying Officer in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Trenton Housing Authority to use the HUD Choice Neighborhood Planning Grant NJ2F005CNP19 Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and the City of Trenton’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Trenton; (b) the City of Trenton has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at the Newark Area Office, 1085 Raymond Boulevard, 13th Floor, Newark, NJ 07102.
